Born on 18 January 1983 in Karaganda, Kazakhstan. Married, father of six. He speaks Kazakh, Russian, and English. He graduated from Kazakh Humanitarian Law University (now MNU) in 2004, and from Karaganda Economic University of Kazpotrebsoyuz in 2006.
During his university years, he founded the Orda Debate Club.
